Earlier this year, district governors were notified that we were reviewing concerns raised by leaders in District 2232 (Ukraine) about the Rotary Club of Kyiv International’s use of disaster response grant funds intended to support people affected by the war.
Because The Rotary Foundation takes the stewardship of its funds extremely seriously, we retained the audit and consulting firm Deloitte — which has offices worldwide, including in Kyiv — to conduct a thorough review.

Based on Deloitte’s review, it was determined that the Rotary Club of Kyiv International failed to provide adequate oversight and controls of Rotary Foundation grant funds. As a result of this review, as well as several other violations, the district asked that the Rotary Club of Kyiv International be terminated for failure to function. That request was granted, and the club has been officially terminated.

In addition, because of the failure to responsibly manage grant funds, The Rotary Foundation Trustees have indefinitely suspended Rotary Club of Kyiv International member Oksana Tiupa, who served as the local contact for the grants, from future participation in Rotary grants.

No other club in Ukraine is affected by the decision to terminate the Rotary Club of Kyiv International. We strongly suggest that if clubs in your district want to support service projects in Ukraine, they work directly with the District 2232 Coordinating Committee.
